日本、ロシアに政府職員派遣へ 企業資産保護と制裁維持を両立
日本政府は5月12日、ロシアに残る 日本企業の資産を守るため、5月下旬に政府職員を派遣する 計画だと明らかにした。
Japan said on May 12 that it plans to send government officials to Russia in late May to help protect the assets of Japanese companies still operating there.
派遣の目的は資産保護
経済産業相の赤沢亮正 氏は、関係企業と調整しながら数人の職員をモスクワに送ると説明したと報じられた。
Reports said Economy Minister Ryosei Akazawa explained that several officials would be sent to Moscow in coordination with the relevant companies.
ただ、訪問の詳しい日程や面会先は示されず、実務的連絡を円滑にするための対応と見られている。
However, the detailed schedule and the people they would meet were not disclosed, and the move is seen as a practical step to smooth communication.
制裁の維持も強調
日本は主要7か国と連携してロシアへの制裁を続ける 立場で、新しい協力を進める 状況にはないと赤沢 氏は述べたとされる。
Akazawa was quoted as saying that Japan remains aligned with the Group of Seven on sanctions against Russia and is not in a position to pursue new cooperation.
その一方で、ロシアにある日本企業の資産を保護する 必要があるとして、政府はこれまでも意思疎通を続けてきたと説明したという。
At the same time, he said there is a need to protect the assets of Japanese companies in Russia, and that the government has continued communicating for that purpose.
原油の調達は別の課題
最近のサハリン2からの購入をめぐって、ロシア産 原油の輸入を増やすのか問われたのに対し、赤沢 氏は日本の方針は変わらないと答えたと報じられている。
When asked whether Japan would increase imports of Russian crude after recent purchases from Sakhalin-2, Akazawa reportedly answered that Japan's policy remains unchanged.
日本は、ウクライナを支える 国際社会と足並みをそろえ、制裁を維持する 考えだと改めて 示したようだ。
Japan also appeared to reaffirm that it would stay aligned with the international community in supporting Ukraine and maintaining sanctions.
中東の混乱が背景にある
報道によると、日本は湾岸地域からの輸入が大きく 乱れたため、代替の原油調達を急いでいるとされる。
According to reports, Japan has been rushing to secure alternative crude supplies after imports from the Gulf were heavily disrupted.
4月には、前年比で2割を超える 規模の代替調達を確保したとされ、5月には日量140万バレルほどの契約を結んだと説明された。
Reports said Japan secured alternative supplies in April equal to more than 20% of the previous year's level, and arranged contracts in May for about 1.4 million barrels a day.
制裁と企業支援の両立
今回の派遣は、対ロ 制裁の枠組みを保ちながら、現地に残る 日本企業の資産をどう守るかという課題に向き合う 試みと受け止められている。
The dispatch is being seen as an attempt to face the problem of how to protect Japanese company assets on the ground while keeping the sanctions framework against Russia.
日本が経済安全保障と企業活動の間で慎重な調整を続ける 姿勢が、今回の発表にも表れていると見られる。
The announcement also appears to reflect Japan's cautious effort to keep balancing economic security concerns with corporate activity.
