金融庁、AI由来のサイバー脅威に対応する作業部会を設置へ
日本の金融庁は5月12日、高度なAIに由来するサイバー脅威に対応するため、官民の作業部会を今週立ち上げると明らかにした。
Japan's Financial Services Agency said on May 12 that it will launch a public-private working group this week to respond to cyber threats stemming from advanced AI.
新しい作業部会の概要
報道によると、この作業部会は金融とテクノロジーの関係者がAIの危険について共通理解を深めることを目的にするとされる。
According to reports, the group is intended to help finance and technology participants build a shared understanding of AI-related risks.
最初の会合には、大手銀行からインターネット銀行までを含む36の組織が参加するとされる。日銀やAnthropic、OpenAIの日本法人も加わると報じられた。
The first meeting is expected to include 36 organizations, from major banks to internet banks. Reports said the Bank of Japan and the Japanese units of Anthropic and OpenAI would also join.
なぜ今なのか
記事では、Anthropicの新しいAIモデル「Mythos」が金融システムに及ぼすかもしれないサイバーリスクが背景にあると説明された。
The report said the backdrop is concern over cyber risks that Anthropic's new AI model Mythos could pose to the financial system.
Anthropicは、防御目的で限定的に利用できる「Project Glasswing」も始めたとされる。金融庁は、日本の銀行の間でこの仕組みへの関心が高まっていると見ているようだ。
Anthropic is also said to have launched Project Glasswing, which offers limited access for defensive use. The FSA appears to see growing interest among Japanese banks in that framework.
会合で話し合うこと
金融庁によると、参加者は脆弱性が見つかった場合の手順や、防御策について意見を交わすとされる。
According to the FSA, participants are expected to exchange views on procedures when vulnerabilities are found and on defensive measures.
また、脅威を完全には抑えられない場面を想定した緊急対応計画も議題になると報じられている。
Contingency planning for situations where threats cannot be fully contained is also reported to be on the agenda.
海外との連携
金融庁は、米国やそのほかの海外の監督当局との情報共有も検討しているとされる。
The FSA is also said to be considering information sharing with the United States and other overseas supervisory authorities.
今回の枠組みは、日本国内だけでなく、国境を越えるサイバー対応の一部として位置づけられると見られる。
This framework is also seen as part of a cross-border cyber response, not just a domestic Japanese effort.
日本の金融機関への意味
大手行だけでなく、ネット銀行まで同じ場に集まることで、脅威の見方や初動をそろえるねらいがあると考えられる。
By bringing together not only major lenders but also internet banks in the same forum, the effort can be seen as aiming to align threat assessment and first response.
現時点では、どの銀行がProject Glasswingの利用を求めたかは明らかにされていない。今後は、この会合でどこまで具体的な運用方針が固まるかが注目点になりそうだ。
At present, it has not been made clear which banks have sought to use Project Glasswing. Going forward, attention is likely to fall on how concrete the group's operating guidelines become.
